Load TMPGEnc DVD author and click the button to make a new project

Click the button "Add File" and select your dvd mpeg from your hard drive.

You can continue without adding chapters

Scroll to where you want the chapters, and click "add current frame to chapter" do this as many times as you want then click OK

Label your track double click the "untitled track 1" then click OK

Now click "Create menu"

Select what background you want, label your title, click next page, then click output

Check the box to create DVD folder, Browse to where you want it to save, click "Begin Output"
